A tier is a floor, not a guarantee. An uncertified agency with three live shops in your vertical will usually outperform a Gold partner meeting your product category for the first time. The practical point for anyone commissioning a Shopware build right now: the agency scopes the storefront, and this layer is a separate decision you can take afterwards. It does not have to sit in the agency contract, and bundling it there usually makes both scopes harder to price.
